Recommend boosting the usefulness of FOBs / Sectors.
FOBs - All types of crates lying around. Automated Defenses present (depending on game mode). Static weapons available. More sandbags, walls, towers. Vehicle Rearm/Refuel/Repair Trucks Spawn and/or stations. Defeating a FOB should be challenging and rewarding. Armored/armed trucks, light APCs, transport heli, and lots of transport vehicles!
Sectors - Should spin up random abilities. Maybe one spawns in a armed light truck, or a tank, maybe it has a repair/rearm crane, ammo crates....All Sectors should spawn a few transport vehicles; can't have too many ways of transport! :)
