APNG Support #1146

You could add APNG support (Animated PNG) Themes would be perfects.
Animated tails, PE, flames...
It is an open format (as APNG)
And implementation I think it isnt as hard.

APNG relies on a patched version of libpng. PIL uses zlib directly.
