Audio crackle #1294

Describe the problem. What did you expect? What do you see?
Sorry if this has been covered but I've looked around and can not locate a fix 
to my audio crackling (both songs and SFX). Setting the frequency from 44100 to 
22050 doesn't help and changing the buffer size from 2048 to 4096
helped a little bit but still noticeable through my headphones and I know it's 
not them as I tested with Winamp
