GH3: Blue fretboard edges when starpower is active #139

What is the expected output? What do you see instead?
It's just a little tweak. In GH3, when starpower is activated, the borders 
become blue and start looking like lighting. I'm like this in FoFiX

What version of the product are you using? On what operating system?
I'm using 3.021 on both Linux and Windows.

IIRC this is implemented for the RockBand themes. The one who'll implement that
should have a look there first.

Nope. That shader is for adding lighning while doing star power. This is 
reffering to
turning or flashing the side bars blue when the rock meter lights are about 3/4 
lite
up. This is different.

Not sure what you're reading there, WR - this is definitely talking about the
lightning on starpower.

While I think he's conflating it with the blue sidebar issue, the lightning 
part is
definitely done. You should probably create a separate issue for that.

Yeah you right after i read it a little closer. I got it confused with the one I
made, which is almost worded the same way, but meant what i was saying above. 
It was
late when i read it. Sorry. There is an issue for the one i was thinking, since 
i
made that one.
