Remove rockmeter altogether when failing is disabled #215

the whole rockmeter should disappear when "failing" is set to "off",
instead of just removing the rock arrow.

Can be configured in the new rockmeter.ini using conditions of what you want 
shown or not.  It's still good to have the rest of the rockmeter present just 
so then you know your score, streak, etc.
