Add support for an open bass guitar note (6th note) for GH:WT bass parts #255

(This will also add support for an open guitar note, although nothing uses
it just yet.)

Will require a ripped GH:WT song to demonstrate where in the MIDI map the
6th / open note should be placed to minimize song ripping / conversion
work, in order to implement correctly.

Also will require new format for notes.png, to include the "open" note. 
Fallback support can be added, for themes with an old format, to just place
a line of all 5 notes across the fretboard (like the original drum open
notes were initially).

To add some info I acquired from digging through the disc myself:

In GH3, F marks a toggled HOPO.
In GH:WT, F marks a 6th note, while F# marks the toggle HOPO - however the 
assignment to "F" is arbitrary as the format is not standard MID and could just 
as 
well be any other note (similarly, the various events in WT songs need to be 
declared - phrase markers, freestyle sections, slide sections, etc. There is 
no 'set' note for these things; it's whatever we want. We should standardize 
before 
people start making utilities, though.)
