Rework volume settings (Volume Settings Don't Work) #304

I've just noticed this but it's probably been around for a long time, some
of the volume settings do not work. Namely Guitar/Rhythm/Song volume
settings. At the moment I have those settings set to 1/10 but in-game
they're still at max volume. The song volume does seem to affect the main
menu music (though obviously not on-the-fly)
...On this note, rather than having volume settings for Guitar, Rhythm and
Song, perhaps it should be for Song and Active Part (the part you are
playing, whether guitar/bass/drums/etc)?

This is my second day playing FoF and I can say that this bug is very annoying. 
I can
barely hear the drum that I am playing.

Just making this a way to deal with all the volume issues. Currently we only 
have 
two in-game volume settings and they don't work anyway. Time to fix that.

I can also confirm this in r1767.  And issue 905 with starpower activation sound
inaudible/ SFX volume setting does nothing.

Part of this is fixed in r1770 as to make it usable in 3.120 - the rest to be 
left 
for later

On that note, we also have a separate drum track, why not include a separate 
volume
setting for it?

Perhaps related, maybe not: Volume settings to not persist between game 
launches.
The "SFX" volume may still say "3/10", saved from last use of the game, but the 
actual volume is 10/10 until the 
SFX volume s latered, at which point it will be lowered to whatever you altered 
it to.
Basically, the GUI registers the saved volume upon launch, the actual audio 
does not.
