tier based loading screens (proposed enhancement)

recently, while talking to someone about helping them with graphics for 
the career thier fretting, they were decribing the venues for the tiers.

i started trying to think of a way to bring people to these locations, and 
came up with tier based loading screens

after a short conversation with death au, this is what we came up with.

there would need to be an image for each tier and possibly a font file in 
the career folder

then have the titles.ini specify which image to use for each tier and 
maybe have font colour/size/position settings for each tier(or the whole 
career) here also

we can allready have song backgrounds and loading phrases, but i think 
this would add alot of feel to the career mode.
