Vocals Scoring too Lenient

What steps will reproduce the problem?
1. Play a song on Expert (I played "Devour" by Shinedown)
2. Sing it out properly
3. Instant GS even before the end of the song

What is the expected output? What do you see instead?
Gold Stars, if any, should be earned near the end of the song due to scoring.

What version of the product are you using? On what operating system?
3.120 r1823

Please provide any additional information below.
Star Cutoff scores are VERY low, and that should not be the case.

Ah - this needed to be fixed badly. As it was was just to test the scoring worked at all. I can't test vocals right now, unfortunately... But I have changed some code. Would someone mind to verify this for me? r1852
