Resident Evil 2 GDI, CDI and NRG don't work

Sorry for delete all the questions. Well Resident Evil 2 is a Windows CE 
game and the emulator don't start it, first appears the dreamcast logo, 
then appears the sega with the windows CE logo (a normal boot game). But 
the game don't starts, because the game  boot always repeated 
successively. Thanks in advance.

PD. I edited the nullcd.cfg in the notepad and I changed the line with: 
Emulator.NoConsole=0 
to 
Emulator.NoConsole=1
becouse when the console is 1 I need to press any key to continued. And 
the error continuous.

I think resident evil is a wince game, and as such it won't work

Deleted last comment. WinCE games don't "work". It's more complicated than that 
but I
will not get into that now.
Also, we don't care how you got the game, especially if you didn't rip it 
yourself.

i have the same problem i thought at first it might be windows 7 but it isn't 
other games work perfectly fine
