make ntfs writeable by default #211

I'm using cfg v70 on 4.3U system, running on usb HDD with ntfs format
installed cIOS 249 Rev21 base on IOS58-64-v6175.
have to add line ntfs_write = 1 in config.txt to make HDD writable

hope to make it writeable by default without add such line in config.txt

using cfg v70 is easily to install game, download covers, change game settings 
on HDD, dont know why not allow to write on ntfs format driver
