This completes #45 by having the bot respond with the meme "idiot got drinked" at (currently) a 40% chance when the get drinked sticker is posted by a user
Worked with Mulchbutler to get the sticker posting working. Even added a cooldown to prevent it spamming too often, even with percent chance of post.
Response: 40% chance whenever the get drinked sticker is posted by a user
Post Sticker: 10% chance, when a select group of members post, and on a 6 hour cooldown
