Have the bot "blow out" Matt's "manifesting" candles with the " 🌬️ 🕯️ " emojis

Suggestions

Either post with the 🌬️ 🕯️ or 🌬️ 💨 🕯️ sest of emoji OR react to his message with the emoji

Since its only matt's candle posts that trigger it, the chance should maybe be around 50%, initially

It seems to do the reaction part but not the reply or gif posting. Will need to troubleshoot
