Create VCManagement file to handle voice channel features #57

Description

Create a new cog file to handle the voice channel bot features and commands.

Suggestions

An initial feature for the file can be a listener to determine when a member in a VC channel has started a stream.

Acceptance Criteria

[ ] File created
[ ] At least one voice/voice channel feature in place

Notes

This can later be used for the holiday Giveaway feature to track when a user streams for points.
