Description

Look into making a supported lockfile that would allow us to enable Github to automatically resolve things like out of date packages and/or package vulnerabilities.

Suggestions

Some lockfile solutions to look into:

pipfile.lock
pyproject.lock
poetry.lock

Acceptance Criteria

[ ] a lockfile solution chosen
[ ] initial lockfile implementation
