FE3H meme becoming too spammy and unfunny, increase Drinked cooldown #61

Description

The FE3H meme has become spammed too much by the bot to the point where the meme is no longer funny and just ignored/groaned at. Increasing the cooldown won't really fix that so I'm removing the feature all together.

Increasing the Get Drinked meme posting cooldown as well to be more unpredictable and less spammy. Also removing Llama from the responder list as he always triggers it every morning with his 6am meme posting lol

Suggestions

Remove the fe3h feature completely Increase the drinked cooldown by days

Acceptance Criteria

[x] remove the feature
[x] remove fe3h references in the cooldown feature
[x] increase drinked cooldown
[x] remove llama from drinked responder list
