fix: Papers Please re-timed animations #9

Description

Re-timed the animations to run a bit quicker.

Persons appear 2s faster (except the FIRST person, to give time for the static)
Stamper stamp being held down 1.5s faster to flow better
Hold on "TOTAL RAISED" reduced by 2s
Time between person leaving and next person arriving reduced by 3s
