DevOps: add all docker containers to dev server

Current Behavior

only a few repos build a dev docker container and use the dev stage on the docker server.

Expected Behavior

Cause it works quite good all repos should build a dev docker contaier and use the dev stage on the docker server.

DoD

Following repos build the dev docker container and it is deployed to the dev stage on the docker server:
