Engine sounds sometimes do not match actual throttle #11

Describe the bug

Sometimes, for the either connected clients or the host, engine sound will not rev up when applying throttle. Locomotive still moves normally, but engine sound is left at being idle.

To Reproduce Steps to reproduce the behavior:

  1. Have two connected players move two different DE2 locomotives around the yard
  2. Eventually bug will happen to at least one of the players
  3. Eventually bug will clear itself (we could not find the pattern so far)

Just a note: this is usually accompanied with wheel slip light not functioning (and no wheel slip sounds), so it is harder to know whether your locomotive is slipping or not.

This is still happening on v1.5.0.2. In addition, I have noticed that engine will sometimes randomly stop and restart (stop sound and shortly afterwards, restart sound will be heard) with nobody touching the controls.
