语言包目录名问题

What steps will reproduce the problem?
1. install 3.1.4
2. uncompress the language pack to template dir
3. change prefer language in firefox 3.x to zh-CN

What is the expected output? What do you see instead?
No Chinese out put.

What version of the product are you using? On what operating system?
Bugzilla 3.1.3/3.1.4 on Linux(kubuntu 8.04), Firefox 3.0

Please provide any additional information below.
语言包命名不规范，Firefox 
3.0里面简体中文是zh-CN，繁体中文是zh-TW，而简体中
文语言包目录名是cn，我看了繁体中文的包，命名为zh-TW。我�
��cn改名为zh-CN后问
题解决。建议修改目录名，然后做一个cn->zh-CN的soft 
link。请修改安装说明。

新bugzilla的确只能识别zh-cn的名称。 zh-CN zh-cn都行
