What steps will reproduce the problem?
1. 用管理员身份登录到bugzilla;
2. 在管理模块的产品管理中新增产品记录;
3. 提示"您未正确地使用Bugzilla的信息生成功能。 
您传入的字符为'product_created';正
确"

----所有的新增功能都会出现这样的错误,是什么原因呢?
软件版本:bugzilla-3.1.3 and bugzilla-3.1.2-cn
