关于utf “\xC1|”的问题求解

我是redhat as5 
bugzilla3.1.3，刚下载的中文包，出现如下错误，安装不过去，�
��过移开中
文语言包，可安装成功，但是在移回中文语言包后，添加的��
�文内容全是乱码，请问该如何解
决。

I remove the cn or related folder and left the en only in the template and run 
checksetup.pl. and it should be able to pass all the checking and compile 

then move back the cn to template and it should works, it is also works for 
3.1.3 
but 3.3 will have "Form field dup_id was not defined" error when post the bug 
without enter the duplicate bug id.

不知道jfy是什么工具编辑的,很多文件头部都有特殊字符.
