On prod cms, the 'download template' feature is not working #1199

Context

It's the feature to download a template of the excel file we use to upload the excel file with the incomes for all families.

Steps to reproduce

  1. Open Places page
  2. Click on Excel icon to download template

Expected result

Excel file generated and downloaded

Current result

Nothing happens
