configs refactoring #20

'toolset' and 'datasources.*' , tool configs moved to 'config/' folder
change from defining tools per datasource to datasources per tool
add 'conceptmapping' config

Can you add functionality of different builds from datasource.json's to toolset.json's? I.e. different configs for dev/stage/prod? We will soon add WDI datasource to dev, but not yet to stage/prod.
