There should be one template notebook for each of the major libraries (torch, tf, sklearn). Depending on the base image the user selects, spawn them in a notebook with a relevant template.
Also do some miscellaneous UX improvements:
Make a --custom-image flag to make the --base-image flag behavior simpler. (Use --custom-image if you are specifying a custom image. --base-image only accepts the blessed Garden base images.)
Make it possible to not name a notebook if you're starting it.
