Document steps to setting up Docker specifically #380

There should be a separate page to link out that walks through users how to set up Docker in great detail. Pair this with some kind of garden docker-check utility that confirms they have Docker set up correctly.

One gotcha:

Running local Docker has some weird defaults. Maybe we should call that out in the setup. e.g., in my case it resulted in out of disk errors despite having 50 GB of free disk space to begin
