Add Docker install docs #392

Fixes #380

Overview

This PR adds a docs page that walks users through how to install and troubleshoot Docker on their machines. This is the first step of a broader second draft of the Garden user tutorial.

Testing

I used mkdocs serve locally to check formatting and proofread.
