Set up Globus Compute endpoint and run Physnet model on Delta via Globus Compute

Make sure we can run a model within an Apptainer container on Delta via Globus Compute

Assumptions:

1. We will manually register the PhysNet container from #499 with Globus Compute.
2. The endpoint does not need to be open to the typical Garden user group, but that would be cool. For now, it's good enough if Jason, Haoqi, and Will can run it.

Acceptance Criteria

Code for setting up the endpoint and Globus Compute function is in the hpc-models repo. We can run a Physnet inference run on Delta via a Globus Compute call.
