New check: estimated time to kill (ttk) #23

Checks against the estimated time left to kill a mob. This is based upon:

  1. How long it took to kill similar level/type mobs recently (last 15 minutes?)
  2. The rate of decay of the mobs health so far.

This will allow you to decide whether it's worth using a long dot, short dot or a DD ability.

E.g. 

/nb rip [combo>3,ttk@target>9]
/nb fb [combo>3,ttk@target>5]
/nb fb [combo>2]
/nb claw
