Add XML Smart Completion to ReSharper #23

This PR aims to let XML automatically move to Smart Completion in ReSharper

This is mostly complete, but ReSharper 2023.2 seems to have an issue that just prevents smart completion from working altogether. It works beautifully in 2023.1, but we need to sort out what's going wrong in 2023.2. Also, we should either remove the Settings altogether or give them better names and start using them
