Add Property Generation to the Generate Menu

This implements the feature from #33.

Things to do:

[x] Order properties based on how often they're used in Core XML
[x] Make the Generate Option only show in XML Files and only be enabled in the correct context
[x] Move ProvidedElements into the correct ElementProvider
