* Decide on 2D or 3D cursors
* Come up with a UI-consistent design for mouse cursors
* Create a list of necessary mouse cursors
* Create the mouse cursors

We need at least the following:

* Normal cursor
* Hover over a tile to bid on
* Hover over a tile to select/build on
* Hover over own ship to select (can be same as above)
* Hover over an enemy ship to attack
