Two requirements #11

There are some overlaps/package version clashes between the two requirements files. The two files should be merged. It should be tested whether the xlmr annotator is still working with requirements2 installed. Alternatively, the xlmr annotator should be removed.

Couldn't they be installed into two different virtual environments?

They could. In that case we just have to specify this in the documentation.

It seems as if the Tuo's annotator can also run in the environment with requirements 2 installed.
