Balancing issues - Githubissues

To sum up most complaints about balancing, the main problems are:

Mountains and thick roofs have too strong an effect on temperatures around (i.e. high heat capacity, low insulation)
Freezers are too weak in mountains
Heaters and freezers are too strong in constructed buildings
Heaters are too weak outdoors
Terrains (i.e. water) don't have enough of an impact on air temperature

Possible solutions:

[ ] Reduce mountain heat capacity (so that they adapt to air temperature quicker) or increase mountain insulation (so that they exchange less heat with air)
[ ] Increase thick roof insulation (so that it exchanges less heat with air and mountains underneath)
[x] Radical option: remove mountain temperature (i.e. thick roof environment exchange) altogether and see if mountains' innate high heat capacity achieves more natural results
[x] Reduce thin roof insulation (rooms will have less extreme temperatures)
[ ] Reduce heaters' heat push directly (side effect: they'll get even less effective outside)
[x] Reduce environment convection (so that heating outdoors is more effective)
[x] Bring back heaters' max temperature
[x] Reduce terrain's insulation
