Loyalty - Githubissues

Loyalty is a new citizen pawn's need that shows his/her support for, or opposition to, the government (not necessarily the current leader).

[x] Loyalty can range between e.g. -100 and 100 with negative being "disloyal/rebellious" and positive "loyal/faithful"
[x] Loyalty is increased by decisions that the citizen supports and is reduced by unpopular ones
[x] Loyalty gradually builds up when the pawn is happy and is reduced by unhappiness and mental breaks
[ ] Loyalty may also be affected by opinion of the leader, having elections, pawn's ideoligion and other factors (e.g. amount of food, traits etc.)
[x] One can spend Governance and/or Silver to increase Loyalty
[x] Loyalty is either erased or goes closer to 0 when the leader changes
[x] High Loyalty makes them more likely to accept or support decisions or actions that they would otherwise oppose
[x] Loyalty affects Governance decay
[ ] Loyalty may make Governance buildup easier (depending on reforms)
[x] Negative loyalty may cause mental breaks or raise mental break threshold
[x] In the future, very low loyalty may cause strikes and rebellions (see #57 )
