Having low governance for a long time can lead to collective reactions of different sorts:

• [ ] Coup (i.e. forced Impeachment decision)
• [ ] Leader assassination
• [ ] Rebellion (fight between loyalists and rebels)

When an action triggers for one pawn, it involves all disloyal citizens.

Two levels of Loyalty for social unrest:

• Dissent (0.25): protest, strike, some mental breaks (sad wander, hide in room, targeted insulting spree vs leader)
• Extreme (0.1): emigration, coup, social fighting with or attacking leader, rebellion, some aggro mental breaks (tantrum, fire starting spree
