Make decisions mostly beneficial (their tradeoffs reduced), at least for a specific playstyle.

There should be at least two such trees or lists: one for the democratic route (focused on pawn happiness, skill development, egalitarianism) and one for the authoritarian route (focused on warfare, preventing breakdowns, hierarchy). Overall, authoritarian route gives more short-term bonuses but is prone to spiraling breakdowns if something goes wrong; democratic route is for more gradual and flexible development.

First choice for the player: Form of Government. All the other reforms require this one to be made first.

In the future, may also add:

Unlike other decisions, this one has no approval requirements (obviously). But there should be other restrictions, e.g. a Governance cost, a cooldown or some temporary debuffs. Changes between forms of government are normally only possible via Anarchy. When switching to Anarchy, all the previous reforms will probably be undone.
