Update FPL for NSLP & WIC (Policy Engine) #406

Update FPL for NSLP in Policy Engine. As of July 1, 2024, NSLP will use 2024 FPL to calculate income eligibility. (Only applicable year is changing, not % of FPL.)

Note: With Gary closed the week of July 1, include this change in July 12 releases.
