Update backend values script for Connect for Health / Advance Premium Tax Credit #415

We currently pull Connect for Health values from this sheet - https://docs.google.com/spreadsheets/d/1SuOhwX5psXsipMS_G5DE_f9jLS2qWxf6temxY445EQg/edit?usp=sharing.

To make updates more clear and easier to implement going forward, change the backend script so that MFB pulls from the tab labeled "current report" at https://docs.google.com/spreadsheets/d/1SuOhwX5psXsipMS_G5DE_f9jLS2qWxf6temxY445EQg/edit#gid=210298337.
