Update income limits for CCCAP in MyFriendBen #424

FPL percentages will be adjusted downward as of July 1, 2024. MFB currently pulls income limits from this CDEC sheet - https://docs.google.com/spreadsheets/d/1WzobLnLoxGbN_JfTuw3jUCZV5N7IA_0uvwEkIoMt3Wk/edit?usp=sharing. CDEC memo shows FPL thresholds adjusting downward as of July 1 - https://drive.google.com/file/d/1ewe4oevacA6iGm0igEZpzcbK_mH3gY51/view.

Confirming if CDEC will update sheet or if we need to create a new sheet to pull from.

@CalebPena NOTE: These percentages should be applied to 2023 FPL. (CCCAP updates FPL year each October 1 - will create separate ticket to update as of October 1.)

@sydney-devine @CalebPena This looks good in a variety of scenarios I've tested.
