Exclude the following Housing & Utilities benefits from results unless a user inputs Rent or Mortgage as an expense:

Long-term benefits:

[x] Weatherization Assistance Program (cowap)
[x] Temporary Rent and Utility Assistance Program (TRUA)
[x] Denver Recycling and Trash Service Rebate (dtr)
[x] Colorado Property Tax/Rent/Heat Credit Rebate (cpcr)
[x] Colorado Utility Bill Help Program (ubp)
[x] Colorado Emergency Rental Assistance Program (erap?)
[x] Denver Property Tax Relief Program (dptr)
[x] Colorado Low-Income Energy Assistance Program (LEAP)

Near-term needs:

[x] Energy Outreach CO Bill Payment Assistance (eoc)
[x] Community Economic Defense Project (cedp: need to add it to the urgent_need_functions)
[x] Emergency Assistance (deap)
[x] Rewiring America (ra: need to add it to the urgent_need_functions)
[NOTE: I am intentionally excluding Colorado Housing Connects from this list. That org offers affordable housing resources for people seeking homes.]
