Fix bug where Medicaid and Connect for Health both appear in results.

Fix bug where CHP+ and Connect for Health both appear in results.

In the cases above, a person eligible for Medicaid or CHP+ would not be eligible for Connect for Health.

@sydney-devine @CalebPena Bug is fixed as it relates to Medicaid. As per a conversation with Caleb, we'll treat CHP+ differently in a separate ticket.
