Update Colorado Legal Services eligibility #517

Colorado Legal Services should appear in results for HHs that are eligible based on income or age (current rules) under the following circumstances:

This is an extension of our refinement where some housing assistance programs appear in results only if a user tells us they pay Rent or Mortgage.

As per Caleb: There is a workaround where we create a duplicate CO Legal Services one with the legal services no rent condition and one with the rent condition, that might work for now.

  • User marks a need for legal services
  • User marks a need for housing help AND tells us they pay Rent or Mortgage [in other words, CLS will not be in results under housing help if a user doesn't include Rent or Mortgage in expenses]

Well, if Caleb lied, I'm thinking that the best way to handle this is to have Colorado Legal Services show up only if someone marks a need for legal services. Someone going through an eviction or foreclosure would likely check a need for both housing help and legal help. We have several other housing resources for users who check only housing as a need.
