New options:

homeowners insurance
property taxes
homeowners association fees

need to add these in the SNAP shelter expense code before we make them available in the menu

@bespinosa01 when you get a chance, could you add some more technical info here? i think we said some research was required to see if we need to add anything to policyengine? thank you!
