Fix Colorado TANF values

MFB appears to be overstating Colorado TANF values. Values should be based on grant standard at https://www.coloradosos.gov/CCR/GenerateRulePdf.do?ruleVersionId=11535&fileName=9%20CCR%202503-6#page=52.

Examples:

• In the one caretaker-one child, no income profile at https://screener.myfriendben.org/379b7cd3-66ac-4ecb-b2dc-ccb898cdd995/results/benefits, the TANF value should be $466, not $733.
• In the one caretaker-two children, no income profile at https://screener.myfriendben.org/b3a9ed6b-511b-4d04-a544-81bdca387c0b/results/benefits, the TANF value should be $592, not $925.
