As a user, I need to be able to indicate how much of my Cash Assistance Grant is paid for by TANF

Given a user indicates they receive "Cash Assistance Grant" on the income screen, they need to be asked an additional question after they indicate the cadence & amount they receive: "How much of this amount is paid for each month by TANF (Temporary Assistance for Needy Families / Colorado Works)?"

We can leave this income line as Cash Assistance Grant. Because HHs can now report which benefits they currently receive, we can use that information to inform results. We can revisit this at a later date if we expand cash assistance grant programs.
