Rate PID setting failing with 2.0.49 and MP 1.0.86 #274

Same problem as Issue 434 in ArduPlane:

Olivier reports that the problem only exists when the CLI switch is in flight 
mode. Switching to CLI mode eliminates it:

I have the same problem, can't set rate.....only in CLI mode, but in this mode 
i can't change anything else using Mission Planner.
