GPS coordinates off in firmware 2.049

What steps will reproduce the problem?
0.load 2.049 firmware
1.place GPS unit (bird) at predetermined location 
2.start APM Planner
3.Wait for GPS fix
4.Note GPS coordinates
5.Load 2.048 firmware
6.repeat steps 1-4
7.Note difference in GPS coordinates

What is the expected output? What do you see instead?
Expected output is a match in GPS coordinates from one firmware to another. We 
do not observe this behavior. Instead, we observe a difference in GPS 
coordinates. 

What version of the product are you using? On what operating system?
firmware 2.048 and APM 1.0.89 on Windows.

what kind of delta are we talking? Do you have example data?
You can run the GPS test in the CLI which will dump the raw data. Maybe that 
will be the key to your issue?
