arm dipping #294

I am using the Arducopter quadcopter 
firmware 2.0.54
using Mission planner 1.0.85

What steps will reproduce the problem?
1. during the take off phase when copter takes off and throttle is not all the 
way up. 

What is the expected output? What do you see instead?
I expect to see the helicopter to stay level the entire time when its in the 
air (at any throttle) 

What I see instead is the copter will tilt to one side. Watching the data on 
the mission planner I can see that the helicopter believes its not level but 
doesn't fix it. When I give it full throttle it will then begin to level off. 

What version of the product are you using? On what operating system?
Version 2.0.54 on Windows 7

This is possibly an iTerm winding up when the copter is slightly off level, yet 
unable to lift off to regain level. A small difference can build up over time. 
Without a takeoff sensor, I'm not sure how to handle this. Suggestions welcome.

Not seeing this on 2.1. Will mark as fixed, but if you run into the problem
