2.1.1r8 Declination can not be set in CLI #334

Arducoper ACM 2560 Traditional Helicopter
What steps will reproduce the problem?
1. Setting declination in CLI -1.45 UK. The setting does not hold, when you 
retype "declination" you get a return of 0.000
2. It seems to work in MP but i'm unsure.
3.

What is the expected output? What do you see instead?
Output should be -1.45 i see 0.000

What version of the product are you using? On what operating system?
2.1.1r8 with Randy's modified heli.pde.     Win xp 32 MP 1.1.34

Please provide any additional information below.
